Q: Is this really water based remover? it looks like oil and water in the bottle and ingredients are listed in japanese so i can’t read them.

It feels like water. It's very gentle and doesn't irritate my sensitive eyes. I wear waterproof mascara almost every day, and it's the best at removing without any oiliness or grease. I've tried SO many other eye makeup removers. I love this stuff. I've probably purchased at least 15 bottles since I found it. I highly recommend.
